Founded in 2012 by Billy Howarth and the late Linda Phillips, Parents Against Grooming UK (PAG UK) was created in response to the Rochdale grooming crisis and institutional failures. What began as a parental support network has evolved into a survivor-centred community dedicated to education, awareness, and exposing exploitation risks.
Today, PAG UK operates a walk-in hub in Rochdale funded by retail and donations, offering safe peer-to-peer support for male and female survivors.
PAG UK volunteers are trained Councillors in dealing with trauma. Working alongside fellow advocates, the organisation fights for truth, challenges institutional shortcomings, and ensures no family faces grooming alone.

Billy Howarth’s lifelong commitment to protecting children stems from his lived experience as an abuse survivor who grew up in the Rochdale care system. Witnessing firsthand how institutions failed vulnerable youth, he has spent nearly twenty years campaigning against historic and ongoing child sexual exploitation. His work exposes how systemic failures allowed abuse to persist for decades, particularly when children attempting to escape unsafe care environments were inadvertently exposed to even greater harm.
Driven by compassion and a refusal to remain silent, Billy emphasizes that grooming extends far beyond the care system, occurring online, in communities, and even at the hands of individuals in positions of authority. His dedication is grounded in the fundamental belief that every child deserves safety, every survivor deserves a voice, and every family deserves accountability and the truth.

Linda Phillips (1946–2020) was a dedicated child protection advocate and co-founder of Parents Against Grooming UK (PAG UK). Driven by a commitment to supporting survivors, she worked with Billy Howarth to turn lived experience into community safeguarding action. She also served as a trustee for The Voice of the Child, dedicating much of her life to raising awareness about Child Sexual Abuse (CSA) and improving multi-agency safeguarding practices within the UK family law and court systems.
Under her guidance, PAG UK grew into a trusted support network offering peer programmes, educational initiatives, guided patrols, and self-defence workshops. Widely respected for her compassion and patience, Linda raised vital awareness, held authorities accountable for safeguarding failures, and left a lasting legacy through the organisation's ongoing work to protect children nationwide.
